Description and What We Do: Organization Overview The purpose of this organization is to provide the local leadership required for developing and carrying out plans of action for overall development of our natural and human resources within North Dakota’s Substate Planning Region IV, which consists of Grand Forks, Nelson, Pembina and Walsh Counties in northeastern North Dakota. Description of the Organization Executive Order No. 49, dated September 18, 1969, established eight regions in North Dakota. The purpose of this order was to improve the efficiency and economy in state and local government through regional grouping of counties for planning and administration of state services. These eight regions are areas involving a combination of counties and cities which have a basic common denominator in their social, economic and cultural pattern of behavior, as well as in their geographic features and other influences. Purpose of the Organization To develop and maintain a long-term continuing planning process for the physical, social, and economic development of the area. To strengthen the capacity and capability of local officials to deal with common problems and realize opportunities through regional policies and programs. To cooperate and assist in carrying out local and regional development plans. To secure the required technical, financial, educational, and other services required to develop local projects and plans. To facilitate the coordination of separate functional plans, programs, and projects in order to minimize overlap and avoid duplication of effort. The work of the Regional Council evolved into assisting the region with a variety of work areas that impact the communities and counties within the region. Often, the RRRC is the liaison between various levels of government as well as public and private funding sources to complete projects that are of the public interest and community betterment. Today, the RRRC assists with projects in the following program areas: • Community Development • Economic Development • Business Consulting • Business Financing • Strategic Planning • Funding and Financial Packaging • Hazard Mitigation • Disaster Recovery • Historic Preservation • Housing Rehabilitation and Development • Public Facilities and Infrastructure Improvements • Riparian Restoration Logo Design The logo should be easily adaptable to possible new initiatives and organizations developed by the Red River Regional Council such as the Red River Riparian Project.

Tourism is also a growing industry in this region based upon natural scenic beauty within the western Pembina County area and within Nelson County around Stump Lake. Nature-based tourism and fitness events.

This region includes the City of Grand Forks which is the urban center with a population of approximately 50,000 people. The City of Grand Forks is home to many of the region's largest employers, healthcare providers, and a state university. Outside the City of Grand Forks, this region's economy is largely based on agricultural, value-added processing of agricultural products, human services, and manufacturing.

Would like examples that do not emphasize the color red as it does not have any particular significance. Open to more color palettes and suggestions. Current logo utilizes green and blue signifying green earth (we are in some of the riches agricultural soils in the world) and sky. When I think of sky, I think of "Sky's the limit and in ND, we sure have a lot of sky!" People, water, agriculture, industry, natural resources, history. Forward motion. Progressive change. Community betterment.

Prefer no stars or symbols of patriotism. Greater emphasis on "regional council" than the logos that have been shown to date.

The logos with the river appears to signify movement - upward movement is good. The Red River of the North actually flows north - so, another good connotation. There is no "red" significance to this name other than a name, therefore, it does not need to be emphasized or even a tie to the color red. The Red River flows north into Manitoba, Canada and there are joint watersheds between the two countries. Many of these logos lack adequate emphasis on the words "Regional Council" - which is comprised of many local leaders common together for the common good of the region - therefore, greater emphasis on "regional council" would be appreciated.

a) Place general comments on this main contest page to give all of the designers your preferences and what you would like to see or not see.

b) Clicking on any designers submssion will bring up a page of all submissions by that designer with an option to post private comments pertaining only to his work. (Only the contest Holder and that designer can view and post to this page)

c) Clicking on the designer username under a submission will allow you to send a completely private message to that specific designer.

4. Please "Eliminate" only those logo designs that you feel have no chance of winning your contest. (Be aware that eliminating everything may discourage participation from the designers.)

5. Please rank the designs 1 to 10 and there are also options to rank Elements you like, Colors you like, and Fonts you like. This will help guide the designers toward the design that you are looking for. For the best variety of designs, try not to keep the same design ranked #1 for an extended time as this may result in copying of that design.

6. We require that you do not ask one Designer to use elements or concepts from another Designer. The general rule is that, if a Designer was the first to use and submit the idea in one of their designs, they essentially own that concept or idea for the remainder of the contest. We will remove any deisgns that use copied concepts. Requests or ideas you have put in your Contest Brief or posted as contest attachments are fair game and open to everyone. Concepts that are considered obvious will also be fair game, for example: a dog & cat for a pet hospital, shopping bag for an e-commerce company, a tooth for a dentist, initials for a lawyer, etc.

7. Once your contest ends and is in judging mode, any designer that is ranked #1 #2 #3 #4 or #5 will be able to upload any revisions you request. Simply rank a designers entry to allow revisions to be uploaded.
